The Government are seeking views on proposed changes to the Permitted Development Rights (PDRs).

These changes refer to:

  • certain PDRs which enable householders to improve and enlarge their homes.
  • the building upwards PDRs which enable the upward extension of a range of existing buildings.
  • the PDRs which allows for the demolition of certain buildings and rebuild as homes.
  • the PDRs which enable the installation of electrical outlets and upstands for recharging electric vehicles.
  • the PDRs for the installation of air source heat pumps.

Beeston Civic Society supports a plan-led planning system. The plan-led system enables local authorities to create sustainable places and communities to engage with the planning system in their local area.

We recognise the role that PDRs can play in allowing small scale changes without the need for a full planning application. However, the incremental changes to existing PDRs could have the potential to undermine the plan-led system. It also could have the potential to complicate, rather than simplify, the planning system.
